holders of the Chinese Government Scholarships.

It is stated in the first paragraph of the attached

memorandum that on the 16th August, 1924, the Wai Chiao Pu

wrote to the University referring to a letter they had

received from the Ministry of Education which stated that steps were then being taken to raise the sum of $54,700,

the amount outstanding on the 31st August, 1924, for the

Peking Government Scholarships, and that as soon as the money

had been raised it would be paid to the University.

Sir Edward Stubbs wrote a dispatch with regard to these debts to His Majesty's Secretary of State for the Colonies

and that this dispatch was communicated by the Colonial

Office to the Foreign Office with the result that His Majesty's Secretary of State for Foreign Affairs undertook

to put this matter before the Boxer Indemnity Committee.

outstanding.
